(a) the existing rules to fill up the posts reserved for OBCs;
(b) whether the Government propose to constitute any panel and launch any campaign to fill up the posts reserved for the persons belonging to OBC Categories;
(c) if so, the details thereof; and
(d) if not, the reasons therefor?

(a): Twenty Seven percent of civil posts filled by direct recruitment on all India basis by open competition are reserved for OBCs. Reservation for OBCs is 25.84 per cent when posts are filled by direct recruitment on all India basis otherwise than by open competition. In case of direct recruitment to Group C and D posts normally attracting candidates from a locality or a region, percentage of reservation for OBCs has been so fixed that it does not exceed 27% and total reservation for SCs, STs and OBCs does not exceed the limit of 50%. OBC candidates recruited on their own merit are not adjusted against reservation quota. In order to fill up vacancies reserved for OBCs, various concessions like relaxation of three years in upper age limit are given. There is also a ban on dereservation of vacancies reserved for OBCs.
