KAPUR, SHRI SAI PAL, (Cong.) Punjab-Patiala—1971, Son of Shri Kishan Chand Kapur; b. at Patiala, February 7, 1931; m. Shrimati Ghanshyam Thakur, August 7, 1962; 2 s.; Started his political career at the time of Satyagraha organised by State Praja Mandal in 1946 against the repressive and despotic rule of Maharaja, Faridkot; continued active participation in Student and Praja Mandal Movements against Maharaja, Patiala; played active role in the movement for merger of the princely State of Patiala with the province of Punjab, 1947-48; formed Socialist Party as a result of differences on the issue of continuing of privileges and purses to the ex-rulers of Princely States even after the formation of Patiala and East Punjab States Union on the 6th July, 1948; Established the First Trade Union with the help of Socialist Party workers in Patiala and helped further to organise a net-work of Trade Unions throughout Pepsu; Started Tenancy Reforms struggle in villages of the erstwhile Patiala State region; Participated in Tenancy and Land Reforms Satyagraha and agitation against ejectment of tenants in different districts of Punjab; was actively associated with Tenancy Land Reforms Movement in different capacities, 1949-55; joined the Indian National Congress on September 6, 1955 following the Avadi Session's decision to introduce a socialistic pattern of society in India; Elected Joint Secretary of Socialist Party, Patiala, 1948; elected Joint Secretary for Pepsu PSP in 1953 and continued in office till September, 1955; elected Secretary, Student Congress, Patiala, 1947 and Socialist Party, District Patiala, in 1952; re-elected Secretary, P.S.P. after the merger of KMP and Socialist Party in 1952; elected General Secretary, (i) Trade Union Council (Hind Mazdoor Panchayat), 1949, (ii) City Congress Committee in September, 1955 and continued as the General Secretary, City Congress and D.C.C. till 1963, (iii) Patiala District Congress Committee in January and concurrently appointed In-charge, Labour Action of the PEPSU P.CC, 1956-59; organised Trade Union, Movement throughout PEPSU from 1948 till the PEPSU was merged with the State of Punjab in 1956; was involved in the work of I.N.T.U.C. and was In-charge of the PEPSU region, 1956-58; was Member of the 'Ginger Group' after 1962; organised the Forum Units throughout Punjab; elected Convener of Congress Forum for Socialist Action, 1963 and continued in that office till August, 1969; elected President, Trade Union Council, 1952; elected Chairman, Punjab Branch of Congress Forum for Socialist Action, and since its very inception, has been a Member of the Central Steering Committee of the Forum; elected Deputy Chairman, Central Steering Committee of Congress Forum for Socialist Action in December, 1969; Member, Punjab Legislative Assembly, 1967. Social activities.—Organisation of Cooperative Movements in Schools and villages and removal of untouchability; Working for rural uplift, development of roads, drainage system, flood relief work, improvement of Panchayati Raj System and Harijan upliftment; was also associated with the Home Guard.
