Press Note :- Nehru Gram Bharati, Vishwavidyalaya Kotwa- Jamunipur, Dubwali Distt. Allahabad declared as deemed to be university.

Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, in institution of higher learning as a “deemed-to-be university”.

2.         And whereas, a proposal was received from Nehru Gram Bharati, Vishwavidyalaya Kotwa- Jamunipur, Dubwali Distt. Allahabad seeking status of “deemed-to-be university “under Section 3 of the UGC Act,1956;

3.         And whereas, the University Grants Commission have examined the said proposal and vide their communication No.F.6-54/2005 (CPP-I) dated the 12th June, 2007 have recommended conferment of status of “deemed-to-be-university” to Nehru Gram Bharat Vishwavidyalaya under Section 3 of the UGC Act, 1956, initially for a period of 3 years;

4.         Therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC), hereby declare Nehru Gram Bharati Vishwavidyalaya comprising of Rajiv Gandhi P.G. College is disaffiliated from its affiliating university, viz., Ch.Sahuji Maharaj University, Kanpur, subject to the condition that the status conferred upon the Nehru Gram Bharati Vishwavidyalaya will be reviewed by the UGC with the help of an Expert Committee  before the expiry of the 3-yuear period. The status shall be confirmed only on the basis of the inspection and assessment report of UGC’s Expert Review Committee and subjected to nullification of its present shortcoming as pointed out by the Expert Committee.

5.         The declaration made in para 4 above is further subject to the following condition that

               I.      The Management of Rajiv Gandhi P.G. College shall legally vest with Nehru Gram Bharati the Society created to manage the affairs of the deemed-to-be-university institution.

All the moveable and immovable assets of Rajiv Gandhi P.G. College, should be transferred and vested with the Nehru Gram Bharati formed to manage the ‘deemed-to-be-university’ institution, and registered as such in the interest of future of students, members of faculty, employees and for maintaining the standards of higher education. A report on compliance in this regard shall be submitted to the UGC and this Ministry at the earliest.

             II.      Nehru Gram Bharati and the society that will be managing it, should not undertake or engage in any activities that are of commercial and profit making in nature.

            III.      The corpus fund created by the Nehru Gram Bharati Society should be irrevocable in nature and should not be liquidated without the prior consent of the UGC. Accordingly, Nehru Gram Bharati shall submit an undertaking in this respect to the UGC immediately and also take necessary action in consultation with the UGC to ensure irrevocability to the corpus fund.

          IV.      The academic programmes being offered or to be offered by Nehru Gram Bharati will conform to the norms and standards prescribed by the relevant Statutory Councils such as the UGC, AICTE, etc. Nehru Gram Bharati shall not offer/ award, as the case may be, any degrees that are not specified by the UGC. Nehru Gram Bharati shall also ensure that the nomenclatures of the degrees, etc. to be awarded by it are specified by the UGC under Section 22 of the UGC Act, 1956.

            V.      Nehru Gram Bharati shall not start new academic courses without obtaining prior approval of Ministry of Health and Family Welfare and / or the concerned Statutory Councils such as MCI, AICTE etc. as the case may be.

          VI.      Nehru Gram Bharati, as a deemed-to-be-university, shall award degrees in respect of the course run by the institution mentioned in para4 of this notification only to those students who are admitted subsequent to the date of this notification. Accordingly, it shall make admission and enrolment of students to the academic courses of the said college under it (i.e. under Nehru Gram Bharati only with effect from the ensuing academic year. (i.e. from 2008-2009).

         VII.      As for the students who were already admitted to Rajiv Gandhi P.G. College prior to the date of this notification, they shall continue to pursue their courses of study under affiliation to the present affiliating university, namely, Ch. Shahuji Maharaj University, Kanpur which shall conduct examinations for them and award degrees to them upon successful completion of the courses/ programmes of study they are pursuing at the college presently.

       VIII.      All the prescribed norms and procedures of the relevant Statutory Councils, such as UGC, MCI, AICTE etc. and other authorities concerned in the matter of admission of students, intake capacity of students, starting of new

Courses/ programmes, renewal of approval to the courses, etc. will continue to be in force, and shall be adhered to be the Nehru Gram Bharati,

           IX.      Nehru Gram Bharati shall not conduct any distance education programmes without prior approval of UGC and Distance Education Council (DEC). The guidelines issued by both the DEC and the UGC from time to time in the matter of imparting education through distance mode have to be complied with by it.

             X.      Nehru Gram Bharati shall not start and run any study centre/ off campus centre /offshore campus without obtaining the requisite prior approval of the UGC/ Government of India, as the case may be.

           XI.      As and when necessary, the Nehru Gram Bharati Society shall suitably amend and update its MoA/Rules in consultation and in concurrence with the UGC. Specific changes/ amendments, if any, suggested by the Government of India or UGC shall also be carried out by the deemed-to-be-university institution in its MoA/Rules with the approval of the UGC.

          XII.      Nehru Gram Bharati shall strictly abide by all the norms and guidelines as laid down by the UGC and other Statutory Councils such as Medical Council of India, AICTE etc. from time to time, as are applicable to institutions notified as ‘Deemed-to-be-Universities’.

        XIII.        Suggestions, if any, made by the UGC’s Expert Visiting Committees during its visit at the institute or in its inspection report submitted to the UGC, should be followed by Nehru Gram Bharati so as to rectify deficiencies, if any, to bring about the recommended improvement.
