(a) The salient features of the Swachh Bharat Mission (Gramin)[SBM(G)] are as under :-
• SBM-G aims at achieving a Swachhand Open Defecation Free(ODF)Bharat by 2nd October 2019
• The program focuses on behaviour change, including interpersonal communication; strengthening implementation and delivery mechanisms down to Gram Panchayat level
• The Mission is about achieving open defecation free communities, in addition to increasing sanitation coverage
• Provision of financial incentive to Below Poverty Line (BPL) and eligible Above Poverty Line (APL)households to construct toilets
• Provides flexibility to States in designing delivery mechanisms taking into account their local culture, practices, sensibilities and demands
• Greater emphasis on capacity building, especially in community approaches and programme management
• Focus on verification of ODF results, and sustainability of the behavior change
• Focus on Solid & Liquid Waste Management in rural areas
(b) Details of State/UT-wise Central share released and utilised under SBM(G) during the last 3 years and the current year to the States/UTs including Gujarat, Kerala, Maharashtra and West Bengalare given at Annexure-1.
(c) State/UT-wise number ofdistrictsin which SBM(G) is being implemented and the sanitation coveragein the States/UTs,is given at Annexure-2.
(d) SBM(G) was launched with effect from 2nd October, 2014 with the aim to achieve universal sanitation coverage by 2ndOctober, 2019, by providing access to toilet facilities to all rural households in the country.Sanitation Coverage as on 2.10.2014was38.70%.This has now increased to88.25%. Since the launch of the programme, 781.49 lakhindividual household latrines (IHHLs) have been constructed till23.7.2018.19 States, 417 districts and 4,00,820villages have been declared Open Defecation Free (ODF).
(e) Since Swachh Bharat Mission (Gramin) is demand driven programmeand Annual Implementation Plans (AIPs) of States/UTs are approved. Details of the number of IHHLs constructedunder the programme till 23.7.2018, State/UT-wise including Gujarat, Kerala, Maharashtra and West Bengalare given at Annexure-3.
(f)& (g)Theprimary objective and the most challenging aspect of the SBM in rural areas is achieving universal sanitation coverage.In the urban areas, the main challenge is solid and liquid waste management. Hence for the rural areas, the main focus of the Mission is on improving access to safe sanitation and achievement of ODF villages.
