(a) (i) NHAI invites bids for collection of user fee at user fee plaza of public funded projects and BOT (Annuity) projects on following modes:
• 3 month e-quotation contract
• One Year Regular Bid
• Long Term Contract
In all three modes, bids are invited based on NHAI estimated Annual Potential Collection (APC) which is calculated on the basis of user fee rates published in Gazette of India. NHAI awards user fee contract to the bidders, who quote maximum amount against APC.
(ii) In case of BOT(Toll)/OMT Projects, user fee is being collected by concessionaire in accordance with Concession Agreement.

(d) As per Clause 17 of NH Fee Rules, no barrier shall be installed at any place, other than at the toll plaza, except with the prior permission in writing of the Central Government or the executing authority, as the case may be, who, after being satisfied that there is evasion of fee, may allow on such terms and conditions as it may impose, the installation of such additional barrier by the Central Government, the executing authority or the concessionaire, as the case may be, within ten kilometers from the toll plaza to check the evasion of fee. Such permission can be withdrawn for reasons to be recorded in writing. In the event of refusal for installation of an additional barrier, the reasons for such refusal are to be communicated to such concessionaire within a reasonable period.
