Question : Progress of CORSIA

(a) the details of the progress made under Phase - I of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA);

(b) whether the scheme has caused any losses/ profits to the Indian aviation market;

(c) if so, the details thereof; and

(d) the manner in which the Government proposes to implement Phase - II of the scheme starting from 2027?

(a) India has not volunteered to participate in the Pilot Phase (Phase- I) of Carbon Offsetting & Reduction Scheme for International Aviation (CORSIA). Currently, the Indian aeroplane operators are in the process of verifying their emissions data from international operations through nationally accredited verification bodies for submission to DGCA.;

(b) & (c) The sector growth factor has not been published by ICAO yet and hence the losses / profits cannot be estimated at this point. However, due to decline in the international operations in 2021, no offset obligations are anticipated during Pilot Phase except the monitoring, reporting and verification costs being paid by the aeroplane operator.

(d) The mandatory phase of CORSIA begins in 2027 and as per the Scheme, all Indian aeroplane operators having international operations would be required to be compliant with the CORSIA offsetting obligations.;
