Question : MINES ACCIDENTS



(a) the number of deaths occurred due to coal mine accidents and the number of serious injuries resulting in serious disabilities occurred due to these accidents in Singareni Collieries Company Limited (SCCL), Coal India Limited, Eastern Coal Fields Limited, Western Coal Fields Limited and Mahanadi Coal Fields Limited during each of the last three years, State-wise;

(b) the number of officers dealing with the security of the mines indicted by the investigating DGMS (Director General of Mine Safety) during the said period;

(c) the number of these indicted by DGMS and punished by the Mining Companies; and

(d) the details of time gap between the actual time of accident and time of passing on the message to DGMS Officers, the actual time gap between receiving of information by DGMS offices and actual time of reaching the spot of mine accident in cases involving three or more deaths?

(a) to (c): A statement is attached.

(d): In case of fatal accidents involving three or more deaths, intimation about the accidents had reached DGMS office between 35 minutes to 5 hours 30 minutes after the accident.

The inquiry officers of DGMS had reached the site of accident in 2 hours 30 minutes to 24 hours after receiving information about the accident depending on the distance of the mine from the DGMS office and the mode of conveyance.
