Question : VACANT POSTS IN CENTRAL UNIVERSITIES



(a) whether a large number of posts are vacant in Libraries of Central Universities and headed by Professors-in- Charge instead of Librarian;

(b) if so, the details thereof;

(c) the details of sanctioned and vacant posts in Libraries of Central Universities, post-wise and category-wise

(d) whether University Grants Commission (UGC) has formulated any strategy to start special recruitment drive to fill the reserved category vacancies in these libraries;

(e) if so, the details thereof and if not, the reasons therefor; and

(f) the steps taken by the Government in this regard?

(a) to (c): The requisite details are not maintained centrally.

(d) to (f): Each Central University is governed by an Act of Parliament and the Statutes made thereunder. In terms of the relevant Statutes, the appointment to the various posts in the Library of a University is made by its Executive Council on the recommendations of a Selection Committee constituted in accordance with the provisions of these Statutes. In view of the foregoing, while this Ministry’s role is limited to providing the Visitor’s nominees to the Selection Committees, wherever the Statutes provide, the Government keeps reminding the Central Universities, directly as well as through the UGC, to fill the vacant posts, including the reserved ones. Pursuant to a special recruitment drive launched by the Department of Personnel and Training to fill the backlog reserved vacancies existing as on 01-11-2008, the Vice Chancellors of all the Central Universities were requested in the matter vide this Ministry’s letter dated 31-12-2008, followed by the reminders dated 5th March, 15th June and 23-10-2009 as also dated 07-12-2009 addressed to the defaulting Universities.
