Question : Organic Farming

(a) whether the Government proposes to encourage organic farming in the country and if so, the details thereof;

(b) whether subsidy is being provided by the Government to the farmers for developing their own organic manure;

(c) if so, the reasons for non-availability of the organic manure in most of the development blocks in Uttar Pradesh;

(d) whether the Government is likely to take any steps to meet this shortfall; and

(e) if so, the details thereof?

(a) & (b): Government of India has been encouraging organic farming in the country through dedicated schemes namely Paramparagat Krishi Vikas Yojana (PKVY) and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) since 2015-16. Both the schemes aim at promotion of cluster/ Farmers Producer Organization (FPO) based chemical free low input cost sustainable organic farming and support farmers from organic inputs production/ procurement to market linkages.

Government of India has initiated a number of steps for promoting organic inputs (bio-fertilisers, bio-pesticides, vermin-compost, botanical extracts etc) and has been providing assistance/ incentives for their production/ procurement under various schemes viz:

• Paramparagat Krishi Vikas Yojana (PKVY): assistance of Rs.50,000 per hectare/ 3 years is provided, out of which Rs. 31,000 (61%) is provided to the farmers directly through DBT for inputs (bio fertilisers, biopesticides, vermicompost, botanical extracts etc) production/ procurement, post harvest infrastructure etc. Under Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) farmers are given assistance of Rs 7500/ha/3 years for on-farm and off-farm organic inputs, production/ procurement.
• Under Capital Investment Subsidy Scheme (CISS) of Soil Health Management (SHM) component, 100% assistance is provided to State Government/ Government agencies for setting up organic inputs production units with a maximum limit up to Rs.190.00 lakh / unit for 3000 TPA production capacity . Similarly, for individuals/ private agencies assistance up to 33% of cost limited to Rs 63 lakh / unit is provided through NABARD for 3000 TPA production capacity.
• National Food Security Mission (NFSM): Under NFSM, financial assistance is provided for promotion of Bio-Fertilizer (Rhizobium/PSB) @50% of the cost limited to Rs.300 per ha.
(c) to (e): As of now, PKVY has been implemented in 172 blocks in Uttar Pradesh. The availability of organic manure in these blocks is being ensured through green manuring, construction of Vermi compost units and off- farm management of biofertilizers. Similarly, under Rashtriya Krishi Vikas Yojana (RKVY), Vermi compost scheme has been implemented in all the 75 districts in 2017 to 2019 and two vermi-compost units per village have been constructed in the last two years with an assistance of Rs. 6000 per unit. Further, NADEP scheme has been implemented in 8 aspirational districts for production of organic manure.
