Question : Facilities provided by SECL to Small Industries

(a) the details of the facilities beingprovided by South Eastern CoalfieldsLimited (SECL) to small industries whichhave been given the status of ancillaryindustries;
(b) the number of industries which havebeen given the status of ancillary industriesduring the years 2015 and 2016 and theindustries which have not beenaccordedthis status and the reasons therefor; and
(c) the number of plant level meetingsheld to solve the problems of ancillaryindustries of SECL and if not held, thereasons therefor?

(a): Following facilities are being provided by South Eastern Coalfields Limited (SECL) to small industries :

1) Transaction Cost:
a) Exemption from Tender-Fee
b) Exemption from submission of Earnest Money Deposit.

2) Purchase Preference: In a tender, the participating Ancillaries quoting price within band of L1+15% are also allowed to supply a portion of the requirement by bringing down their price to L-1 price in a situation where L-1 price is from someone other than an Ancillary. Such Ancillaries are allowed to supply up to 20% of total tendered value over and above the 20% quantity reserved for MSEs. In case of more than one such Ancillary, the supply will be shared proportionately (to tendered quantity).

(b): At present there are 67 ancillary units registered with SECL whose list is enclosed at Annexure. No new ancillary has been awarded in the year 2015 and 2016 till date, as no new request for ancillary has been received.
(c): Last Plant Level Advisory meeting was held on 27.12.2014 to solve the problems of ancillary industries. Next Plant Level Advisory meeting is scheduled for August 2016.
