Question : Credit Enhancement Guarantee Scheme for SC

(a) whether the Government has discontinued the Credit Enhancement Guarantee Scheme for Scheduled Castes in the wake of MUDRA and Start-up India Schemes;

(b) if so, the reasons for discontinuing the said scheme;

(c) if not, the details of allocated budget and expenditure incurred during the last two years in this regard;

(d) the total number of entrepreneurs who have been assisted under Credit Enhancement Guarantee Scheme for Scheduled Castes and under Venture Capital Fund, State-wise; and

(e) the role played by the National Scheduled Caste Finance and Development Corporation in this regard and the total amount released under Credit Enhancement Guarantee Scheme for Scheduled Castes during 2015-16 and 2016-17?

(a) & (b): No, Madam. The Scheme is in operation.
(c): The details of allocated budget and expenditure is as mentioned below:

2014-15 200.00 Guarantee cover to the tune of Rs.11.60 crore have been earmarked by Industrial Finance Corporation of India (IFCI) during financial years 2015-16 and 2016-17.

Note: Guarantee cover is provided by the IFCI in the following manner to loan availed by entrepreneurs from banks:
i) Upto 80% of loan amount from Rs.25.00 lakh to Rs.200.00 lakh
ii) Upto 70% of loan amount from Rs.201.00 lakh to Rs.500.00 lakh
iii) Upto 60% of loan amount or Rs.500.00 lakh whichever is less where loan amount exceeds Rs.501.00 lakh
The above mentioned guarantee cover have been extended by IFCI in respect of loans aggregating to Rs.11.60 crore availed by 5 SC entrepreneurs from various banks.
(d): Under the Scheme of Credit Enhancement Guarantee Scheme for Scheduled Castes proposals of 5 SC entrepreneurs whom Banks have given loans have been covered from 3 States and under Venture Capital Fund for SCs proposals of 64 SC entrepreneurs from 17 States have been sanctioned so far. The State-wise details of the entrepreneurs of the last three years is at Annexure.
(e) : The National Scheduled Caste Finance and Development Corporation (NSFDC) has no role in the operation of the Credit Enhancement Guarantee Scheme for Scheduled Castes. Guarantee cover to the tune of Rs.11.60 crore have been earmarked by IFCI during financial years 2015-16 and 2016-17.
