Question : Deletion of Names under MGNREGS

(a) whether the Government is aware that at some places the names and job cards of some MGNREGA workers are deleted from the Management Information System (MIS), after they have worked and before they are paid;

(b) the details of share of wage payments that is disbursed through bank accounts directly to the MGNREGA workers, State/UT-wise;

(c) whether the non-cooperation from the banks i.e. delay in bank procedures and wage payments lack of coordination between banks and block/village officials whether the roads constructed in Maharashtra under Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last two years have got damaged; and sometimes lack of proper guidance is hindering the effective implementation of MGNREGA in order to provide the wage payment on time when beneficiaries required the most;

(d) if so, the details thereof along with concerns expressed by banks in this regards; and

(e) the steps being taken by the Government so far, and monitoring mechanism being placed by the Government to ensure timely wage payment effectively to MGNREGA workers and outcome thereof?

(a): Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is implemented by the State Government and responsibility for effective implementation including issuing of job cards to eligible workers and timely validation thereof rest with them. Adequate directive has been issued to them that no job card is cancelled in a routine manner and certainly not on the ground of non-demand/ non reporting for work. Job Cards can be cancelled only if the household has migrated permanently to the Urban areas, or it is provided to be a duplicate from fake MIS Officer.

(b): State/UT-wise details of percentage of wage payments disbursed through bank accounts directly to the MGNREGA workers is at Annexure.

(c): No, Madam.

(d): Does not arise.

(e): In order to ensure timely payment wages, Rules have been issued for timely payment of wages under which, it was suggested that clear accountability shall be fixed on the functionaries for timely performance of specific duties leading to payment of wages. All cases of delayed payment attract compensation @ 0.05% per day of delay, which is automatically calculated and paid by the State Government.

For ensuring timely payment of wages, the Central Government has also started National Electronic Fund Management System (NeFMS) in 11 States (Assam, Bihar, Haryana, Karnataka, Kerala Odisha Punjab, Rajasthan, Tripura, Uttar Pradesh and Uttrakhand) and launched Dashboard for tracking of pending Fund Transfer Orders, Public Fund Management System, Workers module, electronic Fund Management System, Direct Benefit Transfer etc.
