Question : PREVENTION OF DROP OUTS OF ELEMENTARY AND SECONDARY LEVEL



(a) the target fixed during the Ninth Five Year Plan for the prevention of drop outs at Elementary Level and Secondary Level;

(b) whether the target fixed has been achieved during the said period;

(c) if so, the reasons therefor; and

(d) the steps taken/proposed to be taken by the Government in this regard?

(a) to (c) : No specific target has been fixed at the national level during the Ninth Five Year Plan for the prevention of drop outs at Elementary Level and Secondary Level.

(d) : Government has launched Sarva Shiksha Abhiyan - a National Programme for Universal Elementary Education to provide eight years of elementary education to all children in the 6-14 age group by 2010. The vision of Sarva Shiksha Abhiyan is to provide useful and relevant elementary education of satisfactory quality for all by 2010 bridging all social and gender gaps, with the active participation of the community in the affairs of the school. The goals of SSA are as follows:

¨ All children in school, Education Guarantee Centre,	Alternate School, ` Back to School` camp by 2003;
¨ All children complete five years of primary schooling by 2007;
¨ All children complete eight years of schooling by 2010;
¨ Focus on elementary education of satisfactory quality with emphasis on education for life;
¨ Bridge all gender and social category gaps at primary stage by 2007 and at elementary education level by 2010;
¨ Universal retention by 2010. The last goal of SSA is aimed at reducing the drop out level
