Question : ONORC in Prayagraj

(a) the details of the beneficiaries of ‘One Nation One Ration Card’ (ONORC) in the district of Prayagraj in Uttar Pradesh and Banswara-Dungarpur of Rajasthan;

(b) whether the Government is aware of the fact that ration cards have not been prepared for a large number of eligible beneficiaries;

(c) if so, whether any action has been taken to provide ration cards to the beneficiaries who have been left out;

(d) if so, the details thereof;

(e) the number of ration distributors in Prayagraj, Uttar Pradesh and Banswara-Dungarpur of Rajasthan against whom complaints have been received for denying the distribution of ration to ration card holders of other districts; and

(f) the details of the action taken against the above distributors?

(a): All NFSA beneficiaries of district Prayagraj of Uttar Pradesh and Banswara-Dungarpur of Rajasthan are covered under One Nation One Ration Card (ONORC). As conveyed by the State Government of Uttar Pradesh, total 72 beneficiaries have lifted their foodgrains during the month of April 2022 of Financial Year 2022-23, from Fair Price Shops (FPSs) located in Prayagraj district under One Nation One Ration Card. Rajasthan Government conveyed that 81 beneficiaries in district Banswara and 103 beneficiaries in district Dungarpur received foodgrains from Fair Price Shops under ONORC.

(b) to (d): The Targeted Public Distribution System (TPDS) under NFSA is operated under the joint responsibilities of the Central and State Governments and UT Administrations. Under the joint responsibility, the State/UT Governments are responsible for identification of eligible beneficiaries under NFSA, issuance of ration cards to them, lifting of foodgrains from the designated depots, distribution of foodgrains to ration card holders as per their entitlements through FPSs, etc. Thus, identification of eligible beneficiaries and issuance of ration cards to them for distribution of foodgrains under NFSA lies with the concerned State Governments and UT Administrations. All States/UTs have been advised to identify needy persons through special drives, camps, etc. and issue NFSA ration cards to all eligible persons/households up to the defined ceiling limit under NFSA for their States/UTs. The State Government of Uttar Pradesh and Rajasthan have informed that the verification work is regularly conducted by the States under the National Food Security Act (NFSA).

(e): As informed by the State Government of Uttar Pradesh & Rajasthan, no such complaints have been received.
