(a) whether it is a fact that most of the vehicles/cars being used in the country are not as per the standards in regard to safety;
(b) if so, the details thereof and the corrective steps taken thereon;
(c) whether the Government has fixed any responsibility in this regard; and
(d) if so, the details thereof?
(a) to (d): Motors vehicles manufactured in India are governed by the provisions of Central Motor Vehicle Rules (CMVR) 1989 and should meet the safety regulations, under the said rules, notified by Government from time to time. There are more than seventy regulations covering various aspects of design and manufacture of motor vehicles which are to be met by the automobiles manufactured in India. The prototypes of motor vehicles are required to be homologated and type approved by Independent Testing Agencies notified by the government under CMVR 1989. Enforcement of provisions of Central Motor Vehicle Act and Rules is done through the State Governments/Union Territories.
