Question : Encroachment of Parking Sites

(a) whether the Railways has received any complaints regarding construction of illegal godowns over the land notified as parking lots for the passengers at railway stations across the country;

(b) if so, the details thereof;

(c) whether the Railways has conducted an inquiry into the matter and if so, the details thereof and if not, the reasons thereof; and

(d) the steps taken/being taken by the Railways to check such encroachments at the parking sites provided at railway stations for the passengers?

(a) to (d): Complaints related to encroachments are received by Railways at various levels i.e. Railway Board, Zonal Railways and Divisional Headquarters, etc. As receipt of such complaints is a continuous process, centralized data of such complaints is not maintained. However, as per record available in Ministry of Railways, no such complaints have been received in recent past.
To check encroachments, Railways carry out regular surveys of encroachment and take action for their removal. If the encroachments Are of temporary nature (soft encroachment) in the shape of jhuggies,
jhopries and squatters, the same are got removed in consultation and with the assistance of Railway Protection Force and local civil authorities. For old encroachments, where party is not amenable to persuasion, action is taken under Public Premises (Eviction of Unauthorized Occupants) Act, 1971 (PPE Act, 1971) as amended from time to time. Actual eviction of unauthorized occupants is carried out with the assistance of State Government and Police.
