(a) & (b): The Guidelines for implementation of Prime Minister’s New 15 Point Programme for the welfare of Minorities stipulates that the States/UTs are expected to constitute a State Level Committee (SLC) for implementation and monitoring of this Programme headed by the Chief Secretary with members consisting of the Secretaries and Heads of Departments implementing the schemes under the 15 Point Programme, representatives from the Panchayati Raj Institutions/Autonomous District Councils, three representatives from reputed non-governmental institutions dealing with minorities and three such other members considered appropriate by the State Government/UT administration along with two Members of Legislative Assembly (nominated by the respective State/UT) and three Members of Parliament (two Members from Lok Sabha and one Member from Rajya Sabha representing that State/UT, nominated by the Central Government).
All States/UTs, except Jammu & Kashmir and Telangana, have informed to have constituted the SLC for implementation of the Prime Minister’s New 15 Point Programme for the Welfare of Minorities.
(c): As per the information made available by the Government of West Bengal to the Ministry of Ministry of Minority Affairs, the State has conducted SLC meetings on 28.01.2010, 17.06.2010, 03.11.2010, 11.11.2010, 15.03.2012, 25.04.2013, 24.12.2013, 09.09.2014, 22.10.2014, 06.01.2015 and 30.12.2015.
(d) & (e): Different implementing Ministries of the Government of India, that are implementing the schemes covered under this Programme, get quarterly progress report and other related information/reports from all the States/UTs, including the Government of West Bengal on regular basis.
