(a) the quantity of paddy procured by various Government agencies in each State during the year 1999-2000 and 2000-2001 so far;
(b) the quantity of paddy lying in various godowns procured more than
two years back as on 31 October 2000;
(c) the quantity of paddy lying in the open instead of the godowns as
on 21 October, 2000; and
(d) the steps being taken to improve the storage system of paddy and
to improve the procurement system of foodgrains in the country?

(a) A statement showing State-wise procurement of paddy by various
agencies during Kharif Marketing Seasons 1999-2000 and 2000-2001 (As on
21.11.2000) is at Annexure - `A`.
(b) As on 31st October, 2000 a quantity 2.32 lakh MTs of paddy procured
more than 2 years back is lying in various godowns of Punjab and Haryana.
(c) As on 31st October, 2000, 23.46 lakh MTs. of paddy was lying in
open godowns in Punjab and Haryana.
(d) FCI constructs its own godowns at strategic locations depending upon
the budgetary allocations made in the Five Year Plans. Storage facilities
for the increased procurement are generally met by hiring storage capacity from Central Warehousing Corporation (CWC), State Warehousing Corporation, State Governments and private parties.
