Question : Development of Aspirational Districts

a) Whether the Government has fixed any next 100 days agenda for development of 112 Aspirational districts of the country and if so, the details thereof;

b) Whether the Sikar, Nagar, Churu, Jhunjhunu, Jaipur districts of Rajasthan and the Latur district of Maharashtra are also included/proposed to be included among the said districts and if so, the details thereof and if not, the reason thereof;

c) Whether the Government has done a regular review of the works carried out so far out in these 112 Aspirational districts;

d) If so, the details of the thereof and the level at which the review is being done; and

e) The details of the development works done under various schemes in these 112 Aspirational districts during the last two years including Sikar, Nagar, Churu, Jhunjhunu and Jaipur districts?

a) The on-going Aspirational District Programme (ADP), launched on January 5, 2018 envisages to rapidly transform 112 districts in a mission mode approach. The programme strives for continuous improvement in Key Performance Indicators (KPIs) and hence no specific 100 days agenda has been identified. The programme aims to bring about continuous improvement in key socio economic indicators in sectors like health, nutrition, education, agriculture and water resources, financial inclusion, skill development and basic infrastructure through better monitoring and ensuring healthy competition among district unit for better performance on continuous basis.
b) The districts of Sikar, Nagar, Churu, Jhunjhunu, Jaipur (Rajasthan) and Latur (Maharashtra), mentioned in the question are not included in the programme. In Maharashtra, districts of Washim, Osmanabad, Gadchirolli and Nandurbar and in Rajasthan, districts of Dholpur, Karauli, Jaisalmer, Sirohi and Baran are included. These districts were selected in a transparent manner on the basis of a composite index of backwardness. The data bases and their weight in creation of the composite index for selection of districts is given in Annexure-I. At present, there is no proposal to expand the list of Aspirational districts.

c) & d) Review of the Aspirational Districts is held at different level. Districts are uploading data pertaining to different KPIs under focus in this programme on a dashboard www.championsofchange.gov.in where the performance is reviewed by the District Magistrates on real time basis. Niti Aayog has requested the State Chief Secretaries to regularly review the progress. In addition, under this programme, an officer has been nominated by the Government of India as a Central Prabhari Officer for each of the 112 districts. These officers are mandated to review the performance of these districts on a continuous basis. Aspirational Districts are also allotted to different Central Ministries for overall coordination and are reviewed by the Secretaries of the Central Ministries.

e) As mentioned in answer (b) above, districts of Sikar, Nagar, Churu, Jhunjhunu, Jaipur and Latur are not among the districts taken up under this programme. As regards performance, aspirational districts programme tracks progress of well identified 49 KPIs (list of these indciators are placed at Annexure-II. The detail of progress made in these KPIs as reported by Districts are available on the web-portal www.championsofchange.gov.in as referred to in answer (c) above.
