Question : Exploitation of Domestic Helpers

(a) whether incidents of exploitation of domestic helpers are on the rise in the country;

(b) if so, the details thereof and total number of such cases reported during each of the last three years and the current year, State-wise;

(c) whether the Government has conducted investigation in the case of exploitation and abusing of two Nepalese women in a Saudi diplomat''s residence in Gurgaon;

(d) if so, the findings of the investigation;

(e) whether the Government has made adequate provision for rescue of domestic help victims; and

(f) if so, the details thereof?

(a) & (b): As per information provided by the National Crime Records Bureau (NCRB), data on exploitation of domestic helps is not maintained.

(c) to (f): As per the seventh schedule to the Constitution of India `Police` and `Public Order` are State subjects and, as such, the primary responsibility of prevention, detection, registration, investigation and prosecution of crime, lies with the State Governments/ Union Territory Administrations.
As per the information received from Haryana Government, investigation in this case will proceed in accordance with law and rules.
