Question : Primary Health Centres

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of Primary Health Centres (PHCs) in the country including those running in the tribal areas, State/UTwise;

(b) whether the Government proposes to release funds for establishment of PHC in the States, if so the details thereof, Statewise particularly in Telangana and Andhra Pradesh;

(c) the quantum of funds intended to be released under this new plan;

(d) whether the PHC fulfil the infrastructural requirements under the Indian Public Health Standards, if so, the details thereof and if not, the reasons therefor;

(e) the number of people who are using primary health centres and sub-centres in rural areas along with the details;

(f) the number of posts of doctors, trained nurses and other support staff that are vacant in those PHC in the country, State-wise;

(g) the number of tribal people died due to non-availability of essential drugs, equipments and inadequate healthcare infrastructure in the country in last three years, State-wise; and

(h) the measures taken by the Government to improve the condition in the PHC and sub-centres in the country?

(a): As per Rural Health Statistics (RHS) 2014-15, the number of Primary Health Centres (PHC) in the country, State/ UT wise, and the PHCs functional in tribal areas are given at Annexure I & II.

(b) & (c): Approvals for establishing new PHCs/Renovation of existing ones are provided to the States/UTs under NHM based on the requirements projected by the States in their PIPs.
(d): As per RHS 2014-15, 5245 PHCs are functioning as per IPHS norms, the details of which are given at Annexure-III. Many PHCs are not able to fulfil IPHS norms because of shortage of funds, human resources etc.
(e): Public health being a state subject, no such data is maintained centrally.
(f): The number of vacant positions of allopathic doctors at PHCs, pharmacists, laboratory technicians and nursing staff at PHCs and CHCs as per the Rural Health Statistics 2014-15 is given at Annexure IV to VII.
(g): No such data is maintained.
(h): Public Health being a State subject, the primary responsibility to improve the conditions in PHCs and Sub-Centres lies with the state governments. However, under NHM, financial and technical support is provided to states for strengthening of health care systems including for strengthening PHCs and SHCs. Over Rs. 1.52 lakh crores have been released to the states under NHM since inception.
