Question : Parameters for NIRF

(a) the details of the parameters considered by the National Institutional Ranking
Framework (NIRF) while releasing its second list recently;
(b) whether the NIRF was mandatory for all institutions and if so, whether institutions
were left out while examining the ranking;
(c) the major drawbacks noticed by the NIRF while examining the parameters and the
manner in which it would be addressed to have sound institutions;
(d) whether the NIRF also found that unhealthy competition for adding research
papers rather than quality research; and
(e) if so, whether it will be made compulsory for the institutions to undergo Community
Engagements like the Corporate Social Responsibility to instil nationalism among
the students?

(a): The details regarding parameters considered for National Institutional Ranking
Framework (NIRF) India Rankings, 2017 are at annexure.

(b): No, Madam. NIRF was not mandatory for all the institutions.

(c): The NIRF Rankings, 2017 did not rank the institutes related to Law, Medical,
Arts/Science/Humanities/Commerce and Architecture due to their insignificant
participation. However, as compared to NIRF 2016, NIRF 2017 broadened the base of
categories and ranked institutes in six categories by introducing colleges and overall
category for the first time. Further, the methodology of NIRF Rankings 2017 has been
revised after taking into consideration inputs from various stakeholders e.g. educational

(d): No, Madam. NIRF considered research papers as well as the quality of research.

(e): Does not arise.
