(a) The overall tele density for the year 1991-92, state-wise
and the rural-urban tele density for the year 1999-2000 state-
wise are given in Annexure-`A` and `B` respectively. The
break up of data for the 1991-92 is not available because of
the absence of Rural-Urban classification of the telephone

Assam, Bihar, J&K, Madhya Pradesh, North East, Orissa,
Rajasthan, Uttar Pradesh and West Bengal are lower as compared
to national average of tele-density. However, it may be worth
mentioning that the tele-density is dependent upon demand for
telephones in the state and is different in different states
due to the following reasons: -
1. Economic condition of the state i.e. per capita income.
2. Literacy rate.
3. Business and commercial interest
(d) The steps taken to increase the tele-density in rural areas especially in Hilly and Tribal areas are as given below:-
1. Wireless in Local Loop (WLL) system inducted into rural network
2. To create more capacity in exchanges so as to provide telephone connections on demand.
