Question : Permission for Religious Programmes

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) Whether the Government is aware that many of the organizing committees of religious functions like Ramlila, Durga Puja, etc. face hurdles and delays due to the unnecessary objections and long process of NOCs from various departments like the horticulture department in CPWD, police authorities, etc. for park bookings etc. especially in the Government colonies due to which these functions cannot be held in a proper manner in various cases, especially in the NCT of Delhi;

(b) if so, the details colony-wise;

(c) whether the Government is contemplating to ease up the process for timely permission to these organizing committees for efficient and smooth organizations of these religious functions; and

(d) if so, the details thereof, if not, the reasons therefor?

(a) to (d): CPWD has introduced online booking system of Park/lawn/open space on its official web portal i.e. www.cpwd.gov.in for easing up the process of booking of park/lawn/open space to help in the timely permission to various organizing committees for efficient and smooth organization of various religious function subject to fulfilment of prescribed allotment criteria. Further, Delhi Police issues advertisement for grant of licenses to organizers of Ramlila/Durga Puja etc. on 30th July of every year in leading news papers of Delhi i.e. about 40 days before the start of Ramlila/Durga Puja to facilitate timely permission to the organizers of these religious functions. Forms for permissions can be obtained/submitted in respective Police District/Licensing Branch. These forms are also available online on the website www.delhipolicelicensing.gov.in.
