Question : WATER LEVEL IN RESERVOIRS

(a) whether the Government is aware that water is fast depleting in key reservoirs and dams in the country;

(b) if so, whether the live storage in 85 water bodies was 33% of total capacity as on 1 May, 2014 and thirty out of 85 water bodies in south India recorded the maximum dip in storage in the past four months;

(c) if so, the details thereof;

(d) whether irrigation and the drinking water situation in all the States of the country is getting affected due to fall in water level; and

(e) if so, the details thereof along with steps taken by the Union Government to make alternative arrangements in this regard; State-wise?

Answer given by the minister

THE MINISTER OF STATE FOR WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION; PARLIAMENTARY AFFAIRS AND TEXTILES (INDEPENDENT CHARGE). (SHRI SANTOSH KUMAR GANGWAR)

(a) to ( c) The Central Water Commission (CWC) monitors live storage of 85 reservoirs spread across the country having a total live storage capacity of 155.046 Billion Cubic Meter (BCM). As per Reservoir Bulletin of 1st May 2014, the live storage available in these reservoirs was 33% of the live storage capacity of these reservoirs at Full Reservoir Level (FRL).
The 85 reservoirs under live storage monitoring of CWC include 30 reservoirs of the Southern Region. The percentage storage with reference to live storage capacity during last four months as per Reservoir Bulletins issued during the period is given in the following table:

Region No. of Reservoirs Live storage capacity Date of Bulletin % age storage of under monitoring of reservoirs at FRL 30 reservoirs w.r.to capacity at FRL. Southern 30 51.37 BCM 6.3.2014 31 Region 3.4.2014 22 1.5.2014 16 22.5.2014 14 12.6.2014 13 19.6.2014 12 26.6.2014 13 17.7.2014 16
(d) & (e) The declining storage results in less availability of water for the purpose for which the reservoir is being used by the State Government. The utilization of available water for different purposes is within the purview of the respective State Government/ Reservoir owner. Central Water Commission (CWC) issued an advisory in April, 2014 to all State Governments to assess the total water availability during the ensuing monsoon season and to plan allocations in respect of drinking water and irrigation accordingly so that water available during the hydrologic year 2014-15 is utilized optimally.
