Question : PROMOTION OF FAMILY PLANNING



(a) the total population of the country as per Census 2011 and the expected population by 2051;

(b) whether the Government has taken note of the decline in the number of vasectomy/ tubectomy cases in the ongoing family planning programmes for population control;

(c) if so, whether the Government has formulated any new policy on population control, if so, the details thereof and the salient features of the programmes/ schemes, awareness campaigns launched by the Government to promote family planning in the country;

(d) whether the Government has made any assessment of the effectiveness of the family planning programmes being implemented in the country, if so, the details and outcome thereof;

(e) the methodology/strategy being adopted by the Government in coordination with various States/NGOs etc. for better and effective implementation of family planning programmes/schemes in the country particularly in the areas where growth rate is the highest; and

(f) whether the World Bank is providing financial assistance for implementing family planning programmes/schemes in the country and if so, the details thereof?

(a): The total population of India as per 2011 Census is 121 Crore. As per World Population Prospects (UNDESA): The 2012 Revision, the population of India is likely to be 162 Crore by 2050.

(b) & (c): Yes, the declining performance is in line with the gradual decline of Total Fertility Rate and Crude Birth Rate in the country. The salient programmes in place are given in annexure.

(d): Yes. The modern contraceptive usage has increased from 42.5% (DLHS I, 1998-99) to 47.1% (DLHS III, 2007-09). The Total Fertility Rate has declined from 3.2 in the year 2000 to 2.3 in 2013. The Crude Birth Rate is also showing a constant decline from 25.8 in the year 2000 to 21.4 in 2013.

(e): State NGOs are encouraged to get accredited with the state and district administration for better implementation of the family planning schemes and get reimbursed under the compensation scheme for accredited NGO/ Private providers and facilities

(f): No, World Bank is not specifically providing financial assistance for implementing family planning programmes/ schemes in the country.
