Question : Reduction in Employment

(a) whether 3.5 million Employment opportunities have reduced in the Micro, Small and Medium Industries in the country during the last four years;

(b) if so, the facts thereof;

(c) the details and the names of industrial and manufacturing sectors where the employment opportunities reduced during the said period;

(d) whether the Government has identified sectors in the country where employment opportunities are likely to be generated in future; and

(e) if so, the details thereof, sector-wise?

(a) to (e): Government is not aware of any such data for the MSME Sectors. The National Sample Survey Office (NSSO), Ministry of Statistics & Programme Implementation, conducted a survey of unincorporated non-agricultural enterprises (excluding construction) during its 73rd round (July, 2015 – June, 2016). As per this survey, the total employment in the MSME Sector is 1109.89 lakh.

Ministry of Micro, Small and Medium Enterprises (MSME) has adopted the cluster development approach as a key strategy for enhancing productivity, competitiveness and for creation of employment opportunities in Micro and Small Enterprises (MSEs) in the country.

In addition the Ministry implements several schemes and programmes to strengthen the MSMEs & promote employment. Some of the important initiatives in this regard interalia include Prime Minister’s Employment Generation programme (PMEGP), Mission Solar Charkha, Scheme of Fund for Regeneration of Traditional Industries (SFURTI), A Scheme for Promoting innovation, Rural Industry & Entrepreneurship (ASPIRE), Credit Guarantee Fund Scheme, Credit Linked Capital Subsidy Scheme (CLCSS), National Manufacturing Competitiveness programme (NMCP), Marketing Assistance Scheme and MSE-Cluster Development programme etc.

The Quarterly Quick Employment Survey by Labour Bureau, an attached office of the Ministry of Labour & Employment was revamped during 2016 with expanded coverage of enterprises in organised industries/sectors employing 10 or more workers. The eight broad organised sectors are manufacturing, construction, Trade, Transport, Accommodation & Restaurants, IT/BPO, Education & Health. The change in employment in these eight sectors from July 2016 to October 2017 is given at Annexure.

Make in India is a new national programme designed to facilitate investment, foster innovation, enhance skill development, project intellectual property and build best in class manufacturing infrastructure. The Make in India Project will focus on 25 priority sectors including aviation, construction, leather, textiles and garments, tourism and hospitality, automobiles, auto-components, food processing, roads and highways, mining, IT and BPM etc for generation of employment opportunities.
