Question : VACANT POSTS IN PSUS .



(a) whether many of the Public Sector Undertakings (PSUs) in the country are functioning without a Head/Chairperson;

(b) if so, the details thereof, PSU-wise along with its impact on the performance of these organisations;

(c) whether the Government has any proposal to fill ail the vacant posts in PSUs and is considering to implement a minimum fixed tenure to executives in order to avoid sudden vaccum in the organisations;

(d) if so, the details thereof and the time by which the above proposal is likely to be implemented; and

(e) the status of compliance of the mandate under the Companies Act in the Central Public Sector Enterprises in the country?

THE MINISTER OF STATE FOR HEAVY INDUSTRIES AND PUBLIC ENTERPRISES (SHRI G.M. SIDDESHWARA)

(a) and (b) : As per available information, presently there are 32 Centra! Public Sector Enterprises (CPSEs) without a regular Chief Executive. The list of these 32 CPSEs is annexed. These posts are being manned by making additional charge arrangements so that the regular functioning of the concerned CPSE is not affected.

(c) and (d) : The filling up of posts of Chief Executives in CPSEs is a continuous process. As per extant guidelines, the applicants to Board level posts in CPSEs (including the posts of Chief Executives) should have minimum Kvo years of balance service on the date of occurrence of vacancy of the concerned Board level post.

(e) The CPSEs are expected to comply with relevant provisions of the Companies Act, 2013 as applicable to them.
