(a) whether the farmers of the drought affected districts of Orissa are being encouraged to adopt and use Lift Irrigation (LI) Points for irrigation;
(b) if so, whether there is any plan to fund large LI Points with an Ayacut of over 5000 acres from AIBP funding particularly for the KBK Districts of Orissa during the current and the next financial year to augment irrigation in the drought prone districts; and
(c) if so, the details thereof?

(a) Irrigation being a State subject, the responsibility of planning funding, execution and maintaining of major, medium and minor schemes including lift irrigation schemes primarily rests with the respective State Governments.
(b) & (c) 23 minor irrigation schemes of KBK districts of
Orissa have been released Central Loan Assistance
under AIBP amounting to Rs. 34.72 crore during 1999-
2000 and 2000-01.
