Question : CLEANING OF RIVERS



(a) whether there is any project to clean Krishna and Koyana rivers on the lines of `Ganga Cleaning Project` and if so, the details thereof;

(b) whether there is any scheme to link them under the river interlinking project and if so, the details thereof;

(c) the scheme for the development of Ganga ghats; and

(d) the details of the industries located on the banks of Ganga whose effluents are drained into it and the measures taken for recycling the waste and effluents?

(a) Ministry of Environment, Forests and Climate Change (MoEF&CC) have informed that it is the responsibility of the State Governments/ local bodies to identify polluted rivers, take appropriate corrective steps in consonance with the State Pollution Control Boards, and to evaluate the impact thereof. The MoEF&CC is supplementing the efforts of the State Governments in addressing the problem of pollution in identified stretches of major rivers under the National River Conservation Plan (NRCP), including the National Ganga River Basin Authority

(NGRBA) programme. The projects under NRCP and NGRBA are being implemented on a cost-sharing basis between the Centre and State Government.

Presently, there is no project on river Koyana being implemented under NRCP. For river Krishna, pollution abatement works are in progress under NRCP at :

(i) Karad (Maharashtra) on which an expenditure of Rs. 313.94 lakh has been made till March, 2014.

(ii) Sangli (Maharashtra) on which an expenditure of Rs. 2799.45 lakh has been made till March, 2014.

(b) Presently no scheme to link river Krishna and Koyana is under consideration by Ministry of Environment, Forests and Climate Change.

(c) 23 schemes for development of Ganga ghat in the State of Uttar Pradesh (1 scheme), Bihar

(1 scheme) and West Bengal (21 schemes) at an estimated cost of Rs. 450.88 crore have been sanctioned so far under National Ganga River Basin Authority (NGRBA) programme, against which expenditure for Rs. 149.39 crore have been incurred till June, 2014.

(d) MoEF&CC have informed that there are 764 Grossly Polluting Industries (GPIs) discharging 501 million litres per day (mld) wastewater into Ganga and its major tributaries, namely river Kali and Ramganga. The State-wise details of the 764 GPIs is as below:

Out of these 764, 704 industries have been inspected under NGRBA programme by the NGRBA Cell, Central Pollution Control Board (CPCB), till May, 2014. Directions have been issued to 165 industries, of which 48 are closure directions, issued under Section -5 of E(P) Act, 1986.
