Question : MoU for Skill Development in Shipping Industry

(a) the details of the Memorandum of Understanding (MoU) entered into with the Ministry of Skill Development and Entrepreneurship for skilling, re-skilling and upskilling of manpower in the shipping industry;

(b) whether any measures have been implemented under the MoU, till date;

(c) if so, the details thereof and if not, the reasons therefor;

(d) the number of persons who have received training for skilling, re-skilling and upskilling under the MoU, till date;

(e) the number and details of shipping cabins developed to deploy remote training under the MoU; and

(f) the details of allocations and disbursements for the purposes of the MoU, till date?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF LOK SABHA STARRED QUESTION NO. *141 TO BE ANSWERED ON 29th JULY, 2021 RAISED BY SHRI MOHAMMED FAIZAL P.P. AND SHRI BENNY BEHANAN REGARDING “MoU FOR SKILL DEVELOPMENT IN SHIPPING INDUSTRY”.


(a) Ministry of Ports, Shipping and Waterways (MoPSW) has signed an MoU with Ministry of Skill Development and Entrepreneurship (MSDE) on 20th August 2020 to jointly undertake the skill development and to harness the innate capabilities in Ports & Maritime sector and enhance their capacities and skills to deal with the rapidly changing competition and provide for port led prosperity as per the objectives of Sagarmala Programme and Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

MoU establishes a framework of collaboration between MoPSW and MSDE. Additionally, MoPSW has also signed another MoU with Ministry of Rural Development (MoRD) in May 2017 for skill development in maritime sector on convergence mode of Deen Dayal Upadhayay-Grameen Kaushalya Yojana (DDU- GKY) and Sagarmala.

(b) & (c) Multi Skill Development Centre (MSDC) is already operational at Jawaharlal Nehru Port Trust (JNPT) and Chennai Port Trust (ChPT). MoPSW has identified setting up of MSDC at Vishakhapatnam Port Trust for various skill development programmes.
Total 57 Qualification Packs (QPs) have already been developed and implemented under DDU-GKY Sagarmala convergence programme. It is planned further to develop 10 Qualification Packs (QPs) under the MoU signed between MoPSW and MSDE. Apart from MSDCs in Major Ports, several skill development centres have been setup through Project Implementing Agencies (PIAs).

(d) Under the DDU-GKY & Sagarmala convergence and Pradhan Mantri Kaushal Vikas Yojana (PMKVY), total of 3622 number of persons have received training for skilling, reskilling and upskilling. Details of trainings is provided as Annexure I.

(e) The COVID-19 has affected the implementation of skill development program. Shipping cabins may be developed based on demand, once the pandemic situation is over.

(f) Since the commencement of skill development training programs, Rs. 58.98 Cr. funds has been sanctioned and Rs.22.62 Cr. fund has already been released to States under the DDU-GKY & Sagarmala convergence. In addition to this, the MSDCs at Chennai and JNPT have spent Rs. 50.47 Lakhs. Details of DDU- GKY & Sagarmala Covergence program and expenditure details of MSDCs provided as Annexure II.
