Question : REGULARIZATION OF UNAUTHORIZED COLONIES



(a) whether the Government has regularized some of the unauthorized colonies in Delhi and issued provisional certificates to these colonies;

(b) if so, the details thereof and the names of colonies regularized so far, along with the year of their regularization;

(c) the details of colonies that are yet to be regularized and the time by which this is likely to be done;

(d) whether basic facilities like roads, lights, drinking water and sewerage/ drainage are not available in many regularized and unauthorized colonies; and

(e) if so, the details thereof alongwith the action taken/being taken by the Government in this regard, including funds provided/spent for the purpose during the last three years and the current year?

(a)&(b): Regularization of Unauthorized Colonies (UCs) is done by Government of National Capital Territory of Delhi(GNCTD). GNCTD has informed that no unauthorized colony has been regularized since 1990. However, GNCTD has further informed that Provisional Regularization Certificates were issued to 1218 UCs in 2008, which was merely an acknowledgement without any verification of the application for regularization.

(c): GNCTD has informed that 1639 applications for regularization of UCs were received in the year 2007-08 and 244 in the year 2013-14. The regularization of UCs involves various stakeholders and is time consuming.

(d): Yes, Madam.

(e): GNCTD has informed that as on 31.03.2014, roads and drainage have been provided in 1149 UCs, water facilities in 1538 UCs and sewerage facility in 291 UCs. GNCTD has further informed that the funds provided/being spent for the purpose during the years 2011-12, 2012-13, 2013-14 and 2014-15 (upto January, 2015) areRs.419.36, Rs.713.51, Rs.808.83 and Rs.454.42 crores respectively.
