Question : SWACHH BHARAT MISSION



(a) the initiatives taken by the Government to make `Swachh Bharat Mission` (SBM) a success and the details of funds released/utilised and the works undertaken against the target set under the Mission during the current year in the country including Uttar Pradesh, State/UTwise;

(b) whether any monitoring committee has been constituted for proper utilization of the funds released to the States;

(c) if so, the details thereof, State-wise and the action taken in this regard;

(d) whether the Government proposes to set up any mechanism for disposal of garbage collected in villages, to make the SBM a success, if so, the details thereof; and

(e) whether the Government proposes to set up any Parliamentary Committee for monitoring of SBM, if so, the details thereof?

(a) The Swachh Bharat Mission (Gramin) has been launched on 2nd October, 2014, which aims at accelerating sanitation coverage in rural areas to achieve Swachh Bharat by 2nd October 2019, by providing access to toilet facilities to all rural households and initiating Solid and Liquid Waste Management activities in Gram Panchayats to promote cleanliness. Since SBM(G) is demand driven scheme, hence no State-wise target is set. However State/UT-wise, Central share released/utilised and Individual household latrines(IHHLs), school and Anganwadi toilets and Sanitary Complexes constructed during current year is at Annexure-1.

(b) and (c) The Ministry of Drinking Water and Sanitation has developed a comprehensive system of monitoring implementation of the programme, including utilization of funds, an online Management Information System (MIS). Besides, the programme is monitored through periodical progress reports, Performance Review Committee meetings, visits by officers to the States and Monitoring Committees at the State/District Level.

(d) Solid and Liquid Waste Management (SLWM) is one of the integral component of SBM(G) and under this component, activities like compost pits, vermi composting, biogas plants, low cost drainage, soakage channels/ pits, reuse of waste water and system for collection, menstrual hygiene management, segregation and disposal of household garbage etc can be taken up. Funds for Solid and Liquid Waste Management activities with cap of Rs. 7/12/15/20 lakh are available for Gram Panchayats having upto 150/300/500/ more than 500 households.
