Question : INCREASING TRIBAL AREAS



(a) the magnitude of tribal population across the country, State/UT-wise;

(b) whether the Government has any proposal to include more tehsils/districts in tribal areas in various States including Karnataka;

(c) if so, the name of tehsils/districts likely to be included in the said area along with norms adopted to include new areas; and

(d) the incentives provided by the Government to the tribals for setting up industries in various tribal areas during the last three years?

MINISTER OF STATE IN THE MINISTRY OF TRIBAL AFFAIRS (SHRI MANSUKHBHAI DHANJIBHAI VASAVA)

(a): As per Census 2011, the State/UT-wise population of Scheduled Tribes is at Annexure.

(b): The tribal areas are declared under Sixth Schedule of Article 244(2) of the Constitution of India in the States of Assam, Meghalaya, Tripura and Mizoram, which provides for District or Regional Autonomous Councils for such areas. As informed by Ministry of Home Affairs, there is no such proposal.

(c): In view of (b) above, question does not arise.

(d): The Ministry of Tribal Affairs is implementing a scheme of Institutional Support for Development and Marketing of Tribal Products/Produce through Tribal Cooperative Marketing Development Federation of India Ltd. (TRIFED). Further, the National Scheduled Tribes Finance and Development Corporation (NSTFDC) under the Ministry of Tribal Affairs plays a leading role in economic upliftment of Scheduled Tribes by providing financial assistance at concessional rates of interest. Also, the Ministry of Micro, Small and Medium Enterprises has been implementing various schemes and programmes for promotion of Micro, Small and Medium Enterprises (MSMEs) at all India level including industrially backward regions/tribal areas. The major schemes/programmes include Prime Ministers Employment Generation Programme (PMEGP), Credit Guarantee Scheme, Credit Linked Capital Subsidy Scheme (CLCSS), National Manufacturing Competitiveness Programme, Cluster Development Programme, Marketing Development Assistance, Skill Development Programme, International Cooperation Scheme etc.
