Question : ENROLLMENT IN SECONDARY EDUCATION



(a) whether any assessment has been made regarding increase in the number of students in the secondary schools as a result of Sarva Shiksha Abhiyan;

(b) if so, the estimated percentage of increase;

(c) the details of infrastructure and other facilities developed in the secondary schools to cater to the increased number of students;

(d) whether any central scheme is being contemplated for opening more secondary schools;

(e) if so, the details thereof;

(f) the facilities being provided to each State through EDUSET; and

(g) the allocation made to the schools for providing EDUSET facility during each of the last three years?

(a) to (e) A committee of the Central Advisory Board of Education (CABE), in their report on “Universalisation of Secondary Education” (June, 2005) has projected an enrollment of 3.48 crore in classes IX-X in 2007-08 based on 100% success of Sarva Shiksha Abhiyan (SSA), and an enrolment of 2.80 crore based on 75% success of SSA. The enrolment figure for classes IX and X for the year 2005-06 (as on 30.9.2005) as indicated in the abstract of Selected Educational Statistics (Provisional) prepared by this Ministry, was 2.50 crore.

School education is primarily under the purview of the State Governments and, it is mainly for them to provide adequate infrastructure in secondary schools.Central Government has also decided to implement a centrally sponsored scheme for Universalisation of access to and improvement of quality of education at secondary stage during the 11th Five Year Plan. The objective of the scheme is to make secondary education of good quality available, accessible and affordable to all young persons by providing a secondary school within a reasonable distance of every habitation.

(f) & (g) Following facilities are provided through EDUSAT by various agencies:

# University Grants Commission (UGC) and Consortium for Educational Communication (CEC) use EDUSAT network for live transmission of their classroom programme, which is received by all institutions having Satellite Interactive Terminals (SITs) or Receive Only Terminals (ROTs).

# All India Council for Technical Education (AICTE) sponsors telecast of programme through AICTE-EDUSAT network mostly for curriculum based teaching, conducting training programmes and seminars.

# Indira Gandhi National Open University (IGNOU) sponsors curriculum based education, teachers’ training, professional educational courses and conducting teleconferencing session for software content generation.

# NCERT conducts interactive orientation/ training programme of teachers and teachers’ education.

# Department of Science & Technology (DST) is utilizing EDUSAT network for group discussions, lectures, demonstrations, video-shows, training and capacity building programmes.
