Question : Restrictions on Air Passengers

(a) the details of communication the Government had with Indigo/Air India before restrictions were imposed on a comedian recently;

(b) the details of the rules for taking such action against passengers; and

(c) whether the rules were followed in this case and if so, the details thereof?

(a) No communication was made by the Government with the airlines before any restriction was imposed on the pasenger referred to in the question.;

(b) In order to handle the unlawful/ disruptive behaviour on-board the aircraft, Directorate General of Civil Aviation(DGCA) has issued Civil Aviation Requirements(CAR), Section 3 - Air Transport, Series M, Part VI titled "Handling of unruly passengers". The provisions contained in this CAR are applicable to all Indian operators engaged in scheduled and non scheduled air transport services, both domestic and international, for carriage of passengers and on all airports operating within Indian territory and all passengers during the period of air travel in/or over India.;

(c) M/s Indigo has informed that they had referred the matter to its ''Internal Committee'' in terms of the provisions specified in CAR Section 3, Series M Part VI issued by DGCA for adjudication upon receipt of a complaint by pilot in command of the flight.;
M/s Indigo has also informed Directorate General of Civil Aviation(DGCA) that the airline has placed the passenger in the No Fly List for a period of three months for indulging in Level 1 unruly behaviour from taking any Indigo''s flight to/ from/ within or outside India from 28.01.2020.
