Question : PROMOTION OF AYUSH



(a) the budgetary allocation made for Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) along with utilization during each of the last three years and the current year, State/UT-wise;

(b) the number of AYUSH institutions set up during the said period, State/UTwise;

(c) whether a number of posts of doctors, specialists, technicians and other personnel including advisor, Unani are lying vacant in the AYUSH institutions/affiliated offices, if so, the details thereof along with the corrective measures being taken by the Government in this regard;

(d) the financial and operational modalities worked out for implementation of the National AYUSH Mission in the country, State/UT-wise; and

(e) the other steps being taken by the Government for proper regulation and promotion of AYUSH nationally and internationally in order to make India a destination for health tourism?

THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYURVEDA, YOGA & NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (SHRI SHRIPAD YESSO NAIK)

(a): Budgetary allocation made for AYUSH along with utilization during the last three years and the current year is enclosed at Annexure-I.

(b): (i) Number of new Homoeopathic Medical Colleges/Institutions set up during the last three years and the current year is enclosed at Annexure-II.

(ii) State/UT –wise number of Ayurveda, Siddha and Unani(ASU) Colleges set up under Section 13A of the Indian Medicine Central Council Act, 1970 during the last three years and the current year is given at Annexure-III.

(iii) The Govt. has approved to set up the following three new institutes under AYUSH:-

1. All India Institute of Ayurveda at New Delhi.

2. North Eastern Institute of Ayurveda & Homoeopathy at Shillong in the State of Meghalaya.

3. North Eastern Institute of Folk Medicine at Pasighat in the State of Arunachal Pradesh.

All the above institutes are yet to become functional as construction activities, procurement of equipment and recruitment of staff is yet to be completed.

(c ): Ministry of AYUSH is the Cadre Controlling Authority for recruitment/promotion of AYUSH Doctors. Based on the recommendation of the UPSC, this Ministry is currently in the process for filling up of 22 posts of Medical Officer(Ayur.) and 27 posts of Medical Officer (Homoeo). So far, 14 Medical/Research Officers (Ayurveda) and 06 Medical/Research Officers (Homoeo) have been appointed; whereas, the pre-appointment formalities are being completed in respect of other recommended candidates. Presently, the post of Adviser(Unani) is filled. Further, the proposal has been sent to the DOP&T on 26.12.2014 for approval of the Appointments Committee of the Cabinet(ACC) to fill up the two posts of Adviser(Ayur.) and one post of Medical Supdt. (Ayur.) on the recommendations of the UPSC. The approval of the DOP&T(ACC) has been received.

There are some vacancies required to be filled up on regular basis in the Group- ‘A’ and ‘B’ technical posts of Research Councils which are lying vacant due to administrative and legal reasons. CCRAS, CCRH, CCRUM, CCRS and CCRYN have reported 229, 38, 22, 110 and Nil vacancies respectively. Concerted efforts are made to fill up the posts However, the vacancy position are not adversely impacting the functioning of the Research Councils, as the shortfall are managed by contractual appointees.

Some posts of teaching and non-teaching posts in various National Institutes are vacant. The vacant post are filled up as per recruitment rules and prescribed procedure as per the respective Institutes “ MOA and Bye-Laws”.

(d): The financial and operational modalities of National AYUSH Mission is at Annexure-IV.

(e): Regulatory provisions and Rules for Ayurveda, Siddha, Unani and Homoeopathic drugs are already in place under the Drugs and Cosmetics Act, 1940, which is a Central Act uniformly applicable throughout the country. Rules 85-A to 85-I and Rules 151 to 159 of the Drugs and Cosmetics Rules, 1945 respectively provide the regulatory provisions for grant of licenses to manufacture Homoeopathic and Ayurveda, Siddha and Unani drugs and promote their safety and quality. The standards of Homoeopathic medicines to be complied with are prescribed in Schedule II of the Drugs & Cosmetics Act, 1940 and of Ayurveda, Siddha and Unani drugs in Rule 168 of Drugs and Cosmetics Rules, 1945.

The Government has set up Pharmacopoeia Commission of Indian Medicine and Homoeopathy and Pharmacopoeia Committees to develop the standards of Ayurvedic, Siddha and Unani drugs. Quality standards of Ayurvedic, Siddha and Unani (ASU) drugs including the permissible limits of heavy metals, pesticide residue, aflatoxins and microbial load are published in the respective Pharmacopoeias and Good Manufacturing Practices (GMP) have been notified under the provisions of Drugs and Cosmetics Rules, 1945. System of WHO-GMP Certification and quality certification of ASU medicines by Quality Council of India on voluntary basis is in place. A Central Sector Scheme has been implemented through which ASU drug industry can avail financial support for registration of products in foreign countries, preparation of drug dossiers and participation in international fairs and exhibitions.

The Ministry promotes AYUSH systems nationally and internationally by organizing AROGYA fairs, National & International Seminars, Workshops etc. to create awareness at National & International Level.
