Question : REVIVAL OF PUBLIC SECTOR UNDERTAKINGS



(a) the number of Public Sector Undertakings and Heavy Industry making profit in the country Unit-wise;

(b) the number of Public Sector Undertakings and Heavy Industries that have been closed in the country during the last three years till date, State-wise;

(c) the number of Public Sector Undertakings and Heavy Industries that have been referred to B.I.F.R. for their revival and the number out of them cleared by B.I.F.R. so far;

(d) the efforts made by the Government for their restoration, State-wise, Unit-wise;

(e) the number of employees of these units rendered jobless due to the closure of these units, Unit-wise; and

(f) the number of employees who had taken VRS in each unit, State-wise?

(a): 119 Public Sector Undertakings (PSUs) have earned profit as on 31.3.2002. The names of these PSUs are given in statement 7 A of Volume I of Public Enterprises Survey 2001-2002, which was laid in Parliament on 3.3.2003.

(b) As per available information, 11 PSUs have been closed during the last three years, out of which 7 were located in West Bengal and one each in the State of Andhra Pradesh, Karnataka, Maharashtra and Uttar Pradesh.

(c) As per available information till 31.3.2003, 68 Central Public Sector Undertakings were registered with Board for Industrial and Financial Reconstruction (BIFR) and out of which two have been declared as `no longer sick`.

(d) Enterprises specific measures are taken by the concerned administrative Ministries/Departments/Management of PSUs for restoration/revival of PSUs. Some of the common steps taken in this regard include referring continuously loss making industrial PSUs whose networth has become negative to the BIFR for rehabilitation/revival, periodical review of the performance of the PSUs by the concerned administrative Ministries/Departments, business and financial restructuring, infusion of fresh funds, upgradation of technology, improved marketing strategy, purchase preference policy, rationalization of manpower,cost control measures etc.

(e) The closure of CPSUs were effected after separating the employees through Voluntary Retirement/Separation Scheme.
