Question : U-WIN Card

(a)whether the Government proposes to issue ''Unorganized Workers Identification Number'' (U-WIN Card) to the workers of the unorganized sector in the country to provide/extend benefits of various social schemes to them;
(b)if so, the details thereof;
(c)the details of the other efforts being made by the Government to provide direct benefits of social schemes to unorganized sector workers; and
(d)the other steps taken/proposed to be taken by the Government for the welfare of the workers engaged in the unorganised sector in the country?

(a) to (d): Registration, identification and issuance of the smart card to unorganised workers come under the purview of the respective State/UT Governments as per the Unorganised Workers’ Social Security Act, 2008.
However, the Government has proposed a unified IT based platform for delivery of the services available under various social security schemes. The proposal is being reviewed on the basis of remarks/comments received from various stakeholders. In view of near universal coverage of Aadhaar, the Government is now working on a policy on delivery of various public services using Aadhaar, Jan Dhan Yojana account (JDY) and existing platform without the issuance of new ''Unorganized Workers Identification Number'' (U-WIN Card).
