(a) whether the Government has provided free ration to the migrants under PMGKAY;

(b) if so, the the details of funds allocated, sanctioned and disbursed in the past three years for the purpose, State/Union Territory wise, specially Maharashtra, Karnataka and Union Territory of Andaman and Nicobar Islands;

(c) the details of the steps being taken for implementation of ‘One Nation One Ration Card’ scheme across all States, specially Maharashtra, Karnataka and Union Territory of Andaman and Nicobar Islands; and

(d) the number of persons who have benefited under PMGKAY, State/ Union Territory-wise, specially Maharashtra, Karnataka and Union Territory of Andaman and Nicobar Islands?

(a): Some migrant beneficiaries of PMGKAY have availed their foodgrains through portability under the One Nation One Ration Card (ONORC) plan. Also under the Atma Nirbhar Bharat Scheme (ANBS) in 2020, migrants / stranded migrants without any ration card (NFSA or State PDS) were provided free of cost foodgrains for two months of May-June, 2020.

(b): State/UT-wise expenditure incurred for PMGKAY including Maharashtra, Karnataka and UT of Andaman & Nicobar Islands is enclosed at Annexure-I.

(c): So far, the One Nation One Ration Card (ONORC) plan is enabled in 34 States/UTs including the States of Maharashtra, Karnataka and the Union Territory of Andaman and Nicobar Islands. For the implementation of ONORC plan, the Department has issued the implementation guidelines and standard operating procedure to the States/UTs besides guidelines for advance lifting of foodgrains to meet any additional demand of inter-State beneficiaries. Central technical support was provided from National Informatics Centre to the States/UTs for enabling the facility of portability transactions in the electronic Point of Sale (ePoS) devices software. The Department also provided trainings to the State and district level officials, Fair Price Shop dealers and field functionaries for the smooth operationalization of the ONORC plan in the States/UTs including Maharashtra, Karnataka and Andaman & Nicobar Islands.

(d): As per the distribution reports available from States/UTs so far, an average of 74.71 Crore NFSA beneficiaries in the country, including Maharashtra, Karnataka and UT of Andaman & Nicobar Islands have taken the benefit of free foodgrains under the PMGKAY Phases I to IV so far on a monthly basis. The State/UT wise number of NFSA beneficiaries taking benefit of PMGKAY scheme on a monthly basis during PMGKAY Phases I to IV are at Annexure-II.
