Question : EMPANELLED PRIVATE AND DIAGNOSTIC CENTRES



(a) whether the Government had empanelled a number of private hospitals and other diagnostic centres and their number increased from 34 in 2000 to 101 till date;

(b) if so, the details thereof;

(c) whether some of the hospitals have since been de- empanelled;

(d) if so, the reasons therefor;

(e) the details of hospitals and diagnostic centres that have been de-empanelled during each of the last three years and the current year; and

(f) the details of empanelled hospitals that have been referred to the CBI for investigation alongwith the action taken against the Government officials found involved in irregularities ?

(a)&(b): The total number of private hospitals/diagnostic centres recognised under CGHS in various cities has increased from 242 in 1996-1997 to 708 as on date as per details given at Annexure-`A`.


(c): Two hospitals have been derecognised/de-empanelled so far from the list of CGHS recognised hospitals as given below:-


(i) Milennium Hospital, Pusa Road, New Delhi.

(ii) P.R.S. Hospital, Trivandrum



(d): A Standing Committee under Dte. GHS was constituted to review the referral system and appropriateness/treatment given by the private hospitals/diagnostic centres recognised under CGHS Delhi. The Committee observed the following irregularities leading to the derecognition of Millennium Hospital, Pusa Road, New Delhi in March, 2005:-


(i) Patients kept in ICU/ICCU without justification

(ii) Gross error in billing

(iii) Unrelated and irrelevant investigations done

(iv) Intentional hiking of bills


As regards de-recognition/de-empanelment of PRS hospital, Trivandrum in April, 2005, the Medical Team constituted for the purpose had found that the hospital had made lapses in providing treatment to the beneficiary thereby violating the provisions of the Memorandum of Agreement(MOA).

(e): No CGHS recognised private hospital/diagnostic centre was derecognised during the last three year, even though referrals have been stopped in regard to some hospitals. However, two private hospitals as stated in (c) above have been derecognised/de-empanelled from CGHS during the year 2005.

(f): Information is being collected and would be laid on the Table of the Sabha.
