(a) whether the Railways have received any representation/memorandum from the
All India Loco Running Staff Association and All India Guards Council in the
last three years about their service conditions;
(b) if so, the details thereof; and
(c) the reaction of the Railways thereto?

(a): Yes, Sir.
(b): Representations/Memoranda from large number of Associations including All India Loco
Running Staff Association and All India Guards Council is a regular feature in the Railways
and Railway Board. All India Loco Running Staff Association and All India Guards Council have
been raising primarily the issues of their duty hours, rest hours, condition of running rooms,
cooking facilities and different allowances applicable to running staff.
(c): Loco Running Staff and Guards are important and crucial categories for train
operations and the railway administration has always been making its best efforts to
ameliorate the grievances of Loco Running Staff and Guards to look after their needs and
to extend facilities to them to the maximum extent possible, within the permissible
parameters. The Running Allowance Committee -2002 has also gone into details of various
issues pertaining to running staff. The Committee’s recommendations are under deliberation
of Ministry of Railways.
