Question : Functioning of AIIMS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the present functional status of AIIMS in various States across the country;

(b) whether the Union Government has received complaints/ representations about inadequate number of doctors and para-medical staff at various AIIMS in States and if so, the details thereof;

(c) whether the Union Government has any monitoring agency to oversee the functioning of AIIMS in various States, except in Delhi and if so, the details thereof and further concrete steps Union Government proposes to take to ensure smooth functioning of AIIMS in various States; and

(d) whether the Government has asked AIIMS to periodically hold meetings with heads of departments, MSs and other key officials to work on the short comings identified by it through feedback from patients and if so, the details thereof and steps being taken in this regard?

(a): At present, six AIIMS at Bhopal in Madhya Pradesh, Bhubaneswar in Odisha, Jodhpur in Rajasthan, Patna in Bihar, Raipur in Chhattisgarh and Rishikesh in Uttrakhand have been made operational under phase-I of PMSSY. Status of these AIIMS is enclosed in Annexure-I.

(b): Several complaints have been received on various aspects of AIIMS. These complaints are given proper scrutiny and are addressed at appropriate level in adherence with all extant guidelines and procedures. Recruitment to various positions is done on need basis keeping in view the additional services and facilities planned to be added in the hospitals. Vacant Faculty posts are being advertised regularly by the Institutes depending on their requirement. However, as high standards have to be maintained in selection, keeping in view the stature of these Institutes of National Importance, all the advertised positions could not be filled up. However, Faculty strength at six new AIIMS is adequate for teaching MBBS students.

Institute wise details of vacant and filled up Faculty positions, Senior Resident positions and Junior Resident positions against the sanctioned posts are given in Annexure-II.


(c): AIIMS are Autonomous Bodies governed by AIIMS Act, 1956 and AIIMS Amendment Act, 2012. Each AIIMS have Institute Body/Governing Body to monitor the functioning aspect of these AIIMS. The meeting of Standing Finance Committee/Governing Body/Institute Body are being regularly held for monitoring the smooth functioning of AIIMS.

(d): No, All the six new AIIMS are governed by AIIMS Act, 1956 and AIIMS Amendment Act, 2012. According to Section 11 of AIIMS Regulations, 1999, Directors of six new AIIMS are the Heads of the Department and are responsible for smooth functioning of the Hospital as well as teaching Institution to provide for affordable/reliable tertiary care services to the people. A complaint/ grievance/ Patient feedback register is kept in the Hospitals and the complaints are scrutinized by the Hospital Administration from time to time and are addressed after holding meetings with the concerned Departments.
