Question : Manufacturing Units of Ayurvedic Medicines


(a) the number and details of manufacturing units across the country for production of medicines from precious and rare plants along with the criteria for the selection of location in this regard;

(b) whether there is any plan to set up a production unit in Valmiki Nagar, Bihar near Terai region of Nepal, an area covered by forests;

(c) if so, the details thereof and if not, the reasons therefor;

(d) the number of new units set up during the last year for production of Ayurvedic medicines;

(e) the details of States where these manufacturing units have been set up; and

(f) the number and details of persons employed in the Ayurvedic medicines manufacturing units across the country?

(a) There are about 8407 Ayush licensed manufacturing units, out of which 7345 (Ayurveda), 151 (Siddha), 566 (Unani) and 345 (Homoeopathy) manufacturers producing Ayush products as on 1-4-2019 Details as per Annexure-1. The criteria for location and premises along with other requirements for Ayush production units are specified under Schedule-T of Drugs Rules, 1945.

(b) and (c) No such proposal has been received by the Ministry of Ayush. However, if any person desires to set up production unit of Ayush medicines are required to obtain licence from the concerned State Licensing Authority in accordance with the requirements specified under Drugs and Cosmetics Act, 1940 and Rules made thereunder.
(d) and (e) The State Licensing Authority responsible for granting license for manufacturing of Ayurvedic drugs have reported establishment of 593 new companies in the past one year (from 1-4-2020 to 31-3-2021). Details as per Annexure-2.
(f) Most of the manufacturing units are under the private management and some are under State Government management. Rule 157 of the Drugs Rules, 1945 specifies the requirement of technical manpower in the Ayurvedic manufacturing units. There are three production units which are functioning under the aegis of Central Government, namely Indian Medicines Pharmaceutical Corporation Limited (IMPCL), Mohan, Almora, Uttarakhand, a Central Public Sector Undertaking under the aegis of Ministry of AYUSH and Karnataka Anitbiotics and Pharmaceuticals Limited(KAPL) under the aegis of Ministry of Chemicals Fertilizers. IMPCL has 456 employees (including regular and contractual staff), KAPL has 681 employees (including regular and contractual staff) and Goa Antibiotics & Pharmaceuticals Limited (GAPL), a premier Central Public Sector Pharma Company, is a subsidiary of HLL Lifecare Limited under the administrative control of Ministry of Health & Family Welfare, Government of India has 25 Executive and 150 Non-Executive employees.
