Question : BOOKSTALLS AGREEMENT



(a) whether from August 1960 to 31st December, 1967 there were no differences in the clauses of all the bookstall agreements including M/s A.H. Wheeler & Co.;

(b) if not, the details thereof ;

(c) whether there is an monopoly of M/s A. H. Wheeler & Co. and M/s Higginbothams Ltd. over the Bookstalls at Railways Stations;

(d) if so, the reasons thereof; and

(e) steps taken to allot the Bookstall etc. to the unemployed and uneducated youths ?

(a) & (b) : Separate agreements are entered into by the Railways with the individual bookstall holders including M/s A.H. Wheeler & Co.. All agreements are therefore, different from one another.

(c) & (d) : No, Sir. Presently more than 60% of the bookstalls over Indian Railways are allotted to other than M/s A.H.Wheeler & Co. and M/s Higginbothams Ltd.

(e) : Bookstalls are allotted to cooperative societies of unemployed graduates comprising actual workers/ vendors, partnerships and organisations of unemployed graduates, individual unemployed graduates who are sons/wards of Railwaymen, both in service or retired or individual unemployed graduates other than those mentioned above.
