Question : Schemes for Elderly Persons

(a) whether the Government has taken any measures to monitor the number of schemes implemented for elderly persons in the country;

(b) if so, the details thereof, State/UT-wise including Bihar;

(c) the details of the funds released in this regard, State/UT-wise specially in the Gopalganj district of Bihar; and

(d) whether the Government has taken any steps to ensure proper implementation of these schemes across the country and if so, the details thereof, State/UT-wise specially in the Gopalganj district of Bihar?

(a) to (d): Several Schemes are being implemented by the Government for the elderly persons in the country. These include Indira Gandhi National Old Age Pension Scheme (IGNOAPS) of Ministry of Rural Development, National Programme for Health Care of Elderly (NPHCE) of Department of Health and Family Welfare, Central Sector Schemes of Integrated Programme for Senior Citizens (IPSrC) and Rashtriya Vayoshri Yojana (RVY) of Department of Social Justice & Empowerment.

Monitoring of these Schemes to ensure proper implementation across the country, is done as per monitoring mechanisms of respective schemes, by way of inspections, sample checks, through performance review committee, visit of area officers/ nodal officers, National/Regional review meetings specific to the States/ UTs, progress reports, evaluation reports, recommendations of the State Governments and stronger information technology interface, etc.

Under the Scheme of IPSrC, two projects in the Districts of Vaishali and Muzaffarpur are being implemented in the State of Bihar. Similarly, under the Rashtriya Vayoshri Yojana, two districts namely Buxer and Bhojpur have been covered. Under the NPHCE, all the 38 district of the State of Bihar have been approved to implement the Programme. During 2018-19, an amount of Rs.852.27 Cr. was released to the State of Bihar including Gopalganj district under the IGNOAPS.
Under the scheme of RVY, there is no provision to allocate the funds to the State/UT-wise and funds are released to ALIMCO, a Public Sector Undertaking of this Ministry. Details of funds released, State/UT-wise is annexed at Annexure.
