Question : Setting up of Aviation Authority and Skill Council

(a) whether the Government proposes to set up a National Civil Aviation Training Authority and Cargo & Ground Handling Sector Skill Council;

(b) if so, the details thereof and the steps taken by the Government in this regard;

(c) whether the Government has identified possible skill requirements across aviation segments, if so, the details thereof;

(d) whether the Government also proposes to build a robust fund mechanism for training, creating infrastructure and improving training process; and

(e) if so, the steps taken by the Government in this regard?

(Dr Mahesh Sharma)

(a) to (e) Ministry of Civil Aviation has hired M/s ICRA Management Consulting Services ( IMaCS) to conduct a comprehensive skill gap analysis and draw future road map for skill development in Civil Aviation sector in India. The draft reports inter-alia provides for:

i) setting up of a National Aviation Training Authority

ii) establishment of Skill Council for cargo and ground handling

iii) for building a robust fund mechanism for training, creating infrastructure and improving training process.

The possible skill requirements across aviation sector as per draft report of IMaCS are at Annexure-I.
