Question : Criminal Cases

(a) whether various crime and criminal cases/offences are on the rise as per the statistics provided by the National Crime Records Bureau (NCRB);

(b) if so, the total number of crime cases reported/registered, guilty arrested, the action taken against them and conviction rate achieved during each of the last three years and the current year, crime and State-wise including rape, murder and terror related offences;

(c) whether the Crime and Criminal Tracking Network and Systems (CCTNS) has been put into use in all the States and Union Territories in the country to monitor the crime rate as well as to track the movement of criminals;

(d) if so, the details thereof;

(e) whether the Government has allocated funds for the initiation of CCTNS programmes by various States; and

(f) if so, the details thereof indicating the total funds granted and utilized during the said period, State-wise?

(a) to (b): The increase in number of crime and criminal cases/offences reported are attributed to several measures taken by the Union Government along with State Governments / Union Territory

Administrations due to truthful reporting of crime and mandatory registration of FIRs for various crimes / offences committed. The State/UT wise total number of cases as per the statistics provided by the National Crime Records Bureau (NCRB) during the year 2012-2014 is at Annexure-I.

(c) to (f): Crime and Criminal Tracking Network and Systems (CCTNS) has been put into use in all States and Union Territories except the State of Bihar and Rajasthan. The details of fund allocated and utilized by the States & Union Territories is at Annexure-II.
