Question : SETTING UP OF VIGILANCE CELLS



(a) whether all the Ministries/Departments of the Government have set up Vigilance Cells to check corruption;

(b) if not, the reasons therefor;

(c) the percentage of CBI personnel in proportion to the total population of the country; and

(d)the steps taken by the Government for making Vigilance Commission and the CBI more effective?

(a): Each Ministry/ Department of the Government has its own vigilance set up. The Secretary of the concerned Ministry/ Department assisted by the Chief Vigilance Officer has been made directly responsible for ensuring integrity and probity in that Department.

(b): Does not arise.

(c): The percentage of CBI personnel in proportion to the total population of the country comes out to be 0.00047 (approx).

(d): The government has taken various steps to make Central Vigilance Commission and CBI more effective including:-

(i) The Government has enacted the CVC Act, 2003 there by enhancing the power of the Central Vigilance Commission to curb corruption.

(ii) The Central Vigilance Commission has also been given powers to exercise superintendence over CBI in the matter related to corruption so as to ensure that the two agencies work in close coordination for checking corruption.

(iii) The Central Vigilance Commission has also been declared as Designated Agency to look into the complaints made by whistle blowers for effectively checking corruption.

(iv) The CBI selection Board has been set up by the Government to speedily decide about matters related to appointment, extension in tenure etc. of officers working in CBI.
