Answer given by the minister

MINISTER OF THE STATE IN THE MINISTRY OF LAW AND JUSTICE (SHRI K. VENKATAPATHY)

(a) to (e): The time taken for disposal of cases is a matter entirely within the domain of the Judiciary. However, with a view to expeditiously disposing pending cases at the Sessions level, Government has extended the scheme of Fast Track Courts (FTCs) for a period of five years beyond 31.3.2005 in which financial support to the States would be provided for 1562 FTCs.

Government proposes to introduce a Bill, namely Judges (Inquiry) Bill, 2006 during the current session of Parliament which would inter-alia provide for setting up of a National Judicial Council. The Bill shall devise a suitable legislative framework for empowering a judicial forum to deal with complaints against Judges of the Supreme Courts and High Courts and no constitutional amendment is contemplated in this regard.
